Imagine there is to be a search-and-rescue exercise. The most senior manager in the organisation is surprised and appalled to receive a requisition form for 30 Mars Bars. This form has been pushed up the ranks until it lands on his desk, so there is an automatic assumption that permission was needed for what was a trivial, but potentially life-saving purchase.
